Every person, to be eligible for any class of Membership; shall satisfy any special regulations contained in the Constitution and, in addition, before being elected to Membership of any class, the Council shall satisfy itself that the Candidate is of good character and repute, of adequate educational attainment, and by reason of his profession or intended profession or of the office which he holds or intends to take up, is in all respects a fit and proper person to be admitted to membership.
